It would be one number, built from how a person reports phishing, handles data, and follows the rules, and it would follow them from job to job. The goal is sound, because employers check what people know far better than how they act. Still, a portable security behavior score runs into four problems. Scores are not comparable, people cannot dispute them, privacy law limits them, and incentives bend them. What works today is an internal score that coaches people, not one that judges them.

Table of Contents

Toggle

The Idea in Brief

What Credit Scores Got Right

Book a Free Demo Call with Our Expert

Problem 1: Behavior Scores Are Not Comparable

Problem 2: There Is No Right to Dispute

Problem 3: The Law Gets in the Way

Problem 4: Incentives Can Backfire

What Works Instead: An Internal Score Used for Coaching

What Can Travel Today

Build the Internal Version With TSAT

The Bottom Line

Frequently Asked Questions

The Idea in Brief

Supporters point to lending. Before standard scores, lenders judged risk case by case. Then a single score, built on behavior data, gave them a common yardstick that moved with the borrower. Applied to security, an employee’s record of reporting phishing, passing phishing tests, and following data rules would travel with them.

The motivation is real. Employers check certificates and references, yet they rarely see how someone acts when security gets in the way. Staff also spend hours on training that leaves no lasting proof. So a security behavior score would, in theory, make good habits something a person owns. Human risk management already tries to measure those habits inside one company.

What Credit Scores Got Right

Credit scores work for reasons beyond the number itself. Lenders agree on the inputs, and the law gives people rights. Under the Fair Credit Reporting Act, people can get a copy of their report, dispute inaccurate information, and add an explanation if a dispute is not resolved, as myFICO explains.

Feature

Credit score

Security behavior score today

Agreed inputs

Yes

No, each employer chooses

Comparable across lenders or employers

Yes

No, simulations differ in difficulty

Right to see the data

Yes, by law

Only if the employer allows it

Right to dispute errors

Yes, by law

No equivalent right

Legal framework

Established

Mixed and untested

A security score would copy the number but none of the safeguards. That gap explains most of the problems below.

Threatcop – Book a Free Demo

.tc-wrap , .tc-wrap ::before, .tc-wrap ::after { box-sizing: border-box; They also find that a lure is much harder to spot when its premise matches the target’s work context. Their Phish Scale paper rates difficulty by cues and by that alignment.

So two employers can test equally careful staff and report very different numbers. A behavior score built from phishing test results measures the lure as much as the person. Reporting rates also depend on the tool, the culture, and the wording of the prompt. A portable score would need one shared scale for how hard a lure is, shared inputs, and an independent referee. None of those exists, and the metrics that hold up stay inside one program.

Problem 2: There Is No Right to Dispute

A credit report can be wrong, and the law lets people fix it. A behavior score has no such path. Suppose a phishing test flagged someone who was on leave, or counted a real report as a failure. The person has no bureau to call. A new employer would then see a number with no context.

In lending, a wrong score affects a loan. In hiring, a wrong behavior score could cost someone a job. The harm is real, yet nobody has to correct it.

Problem 3: The Law Gets in the Way

In the EU, Article 22 of the GDPR gives people the right not to be subject to a decision based solely on automated processing, including profiling, that has legal or similarly significant effects. The article’s text is short. Still, a hiring decision based mainly on a behavior score could fall under it.

Other rules also apply, such as limits on how long and for what purpose employee data can be held. Rules differ by country, so get legal advice before any behavior score about an employee leaves your company. This post is not legal advice.

Problem 4: Incentives Can Backfire

Any score people are judged on will be gamed. Staff may report everything to raise a reporting rate, which floods the security team. They may also avoid opening anything useful. Worst of all, they may stop reporting their own mistakes, because a visible failure could follow them to the next job.

That last effect does the most damage. Reporting a mistake quickly is exactly what security teams need, yet a portable score would punish it. A healthy incident reporting culture depends on the opposite incentive.

What Works Instead: An Internal Score Used for Coaching

The sound version of the idea stays inside the company. So seven principles keep an internal behavior score fair and useful.

Use sustained behavior. Look at patterns over months, not one-off events.

Adjust for how hard the test was. A tough phishing test should not lower someone’s score unfairly.

Show people their own score. Explain how it is calculated.

Let old data fade. A mistake from two years ago should not define someone today.

Reward fast reporting. Owning a mistake should raise the score, not lower it.

Coach, never punish. Use scores to direct training, not discipline or hiring.

Group the data for leaders. Show individuals only to themselves and a small review group.

A guide to measuring an employee cyber risk score covers the mechanics inside one organization.

What Can Travel Today

Completion credentials already travel. A certificate shows that someone finished a course, and many courses issue one. That proves knowledge, not behavior, so treat it as a useful signal rather than a trust score.

If a portable behavior score ever arrives, four things must come first. It needs one shared scale for how hard a lure is, and agreed inputs. The employee must control what gets shared. And an independent party must be able to resolve disputes. Until then, a behavior score is safest as a private coaching tool, where mistakes can be corrected quietly and nobody else sees them.

Build the Internal Version With TSAT

Threatcop Security Awareness Training (TSAT) supports the internal version of this idea. Its Employee Vulnerability Score rates each employee, which turns a department average into a named list. Coaching then reaches the people whose behavior carries risk. Repeat-offender identification shows who keeps falling for the same type of lure, and average breach time shows how fast a lure becomes a compromise.

TSAT also runs simulations across multiple attack vectors, so the rating reflects more than email alone. It keeps groups current through Active Directory integration as people change roles. Its executive report and real-time dashboard give leaders the group picture without exposing individuals. The Employee Vulnerability Score is an internal rating for coaching. It is not a portable credential, and nobody should use it as one.

The Bottom Line

The idea behind a credit score for cyber behavior is worth taking seriously, because behavior is what actually protects an organization. But a portable score would inherit none of the safeguards that make credit scores work. Simulations are not comparable, and people cannot dispute errors. Privacy law limits the use, and incentives would punish the honest reporting security teams need. So build the internal version first. Score sustained behavior, adjust for how hard each test was, show people their own results, and use the score to coach. Trust is earned inside a program that people believe is fair, and a score that people trust is the only kind that changes behavior.

Frequently Asked Questions

What is a security behavior score?

A security behavior score is a rating of how a person acts on security tasks, such as reporting phishing, passing phishing tests, and following data rules.
